The Honorable Chellie Stewart

Mayor, City of Sunrise Beach Village

Hello! My name is Chellie Stewart and I am the proud Mayor of the City of Sunrise Beach Village in Texas. My goals during this time in office are to promote forward-looking citywide initiatives with an emphasis on the water department, leverage cross-organizational engagement to promote community programs, and initiate proactive, two-way, city-to-citizen communication forums. 
 
Since arriving in SBV, I have been an active volunteer in the community. I began as a member with both the VFD Auxiliary as well as a State of Texas, and nationally certified, first responder for our city’s Emergency Medical Services with the Sunrise Beach Volunteer Fire Department. With the Auxiliary, I was a founding member of the Sip & Stroll, in addition to also volunteering for every fundraising event hosted by the VFD. I am an active CCAA member and former alternate on the Board of Adjustments. 
 
Prior to moving to Sunrise Beach, I worked for a couple of Fortune 50 Companies before forming a partnership and buying restaurants. Most recently, I was CEO/Franchisee with KFC with 125 restaurants in 7 states, employing over 4,000 people, handling 12 million customers each year, and managing a $120 million annual budget.

I have been a Sunrise Beach homeowner since 2017. I am a mom of two adult daughters; in Texas for 20 years. I also attend Sunrise Beach Village Federated Church.

Dan Gower

Mayor Pro Tem

Hello, my name is Dan Gower and I currently serve as Mayor Pro Tem on the city council. After serving 39 years with the U.S. Army, my primary expertise lies in critical thinking and planning.  My goal in life is to have a servant’s heart.
 
That goal has found “feet” in my church where I serve as Finance Chairman and Sunday School leader. Further, as a medical first responder and Fire Chief with the Sunrise Beach Volunteer Fire Department, I am at the forefront of emergency services and hazard mitigation planning for our city and the county of Llano. Sunrise Beach has been “Fort Final” for us since 2002. 
 
I have been married to Susan Rock Gower for 53 years. We have twin sons who blessed us with 15 grandchildren and 3 great-grandchildren.

I was born and raised in Llano County. I graduated from Llano High School in 2000. I originally began my career with the City of Sunrise Beach in 2009 as both the code enforcement officer and in the maintenance department. Then in 2013, I moved over to the compliance and building permit department. My hobbies include hiking and mountain bike riding.

Sandy Penshorn

City Comptroller

Hi! My name is Sandy Penshorn. I am the City Comptroller. Originally born in San Antonio, Texas and over the next 40+ years, slowly migrated North. I started in my position as the SBV City Comptroller in August 2015. I relocated to Kingsland in the fall of 2017 but look forward to continuing to serve the City of Sunrise Beach Village for many more years to come. 😊

Hello, my name is Andrea Stephens, I am the City Secretary and Court Clerk for the City of Sunrise Beach Village. I have lived in the Texas Hill Country all of my life. I am enjoying raising my daughter in such a friendly and proud state. She is learning the laid-back ways of the Hill Country and the strength of being a Texan!

Laurie Brock

Chief of Police

Hi! My name is Laurie Brock and I am the Chief of Police for the City of Sunrise Beach Village. I graduated from Texas State University with a Bachelor of Science in Criminal Justice in 1999. I then spent most of my Law Enforcement career with Llano County Sheriff’s Department – started as a Deputy on patrol and worked up to Patrol Sergeant. I gained valuable years of experience as Investigator for the Sheriff’s Department where I specialized in crimes against children and crimes against persons.

I first started working part-time at the Sunrise Beach Police Department in 2008 while working full-time for the Sheriff’s Department. During that time, I got to know the City of Sunrise Beach and its citizens very well. In 2014, I officially became the Chief of Police for Sunrise Beach Police Department.

I believe in being an open and transparent department. Our department focuses on community policing. This is accomplished by talking with citizens and interacting with them regularly to know what is going on in the city. Our Department is also heavily focused on patrol. That means officers are driving the streets to be proactive and to deter crime. I pride myself on great communication and employ an open-door policy for both citizens and officers.

Sean Schreiber

Water Department Supervisor

My name is Sean Schreiber. I am the Water Department Supervisor for the City of Sunrise Beach. I have 19 years of experience in the water treatment industry and hold a Class A water treatment license.
 
My family and I reside in Kingsland. I’m married with three wonderful children. We love camping and the outdoors, and we enjoy movie nights every weekend.

My hope is to provide the City of Sunrise Beach with high-quality H2O as well as great service that a community can appreciate and count on for years to come.
